The Pacific Coast Plaza shopping center is a large box development located near the intersection of Highway 78 and Interstate 5.

We created an expansive shopping center for a Wal-Mart, Best Buy, Sports Authority, Bed Bath & Beyond, and Cost Plus, in addition to many other shops and restaurants.

This project included oversight of the site improvements, obtaining permits from the City of Oceanside, and managing earthwork balance, while improving off-site roadways, bridges and transit stops. As Project Manager, David evaluated the Environmental Impact Report (EIR) during the public review process, and developed solutions and responses to each of the 500 public comments. David developed a significant dewatering plan resulting in major savings while positively affecting the Buena Vista Lagoon.

Feasibility/Entitlements/Land Planning: This initial phase involved evaluating the proposed land plan along with the extensive soils investigation. It was critical to understand the extent of the alluvial removals, and to develop solutions which would avoid stone columns or other expensive soils/ foundation solutions. A re-design was prepared which took into account earthwork shrinkage and surcharges for a phased development. As the development proceeded, the plan was slightly modified to match the current soils conditions and new fire codes by the City of Oceanside.

Construction: David assisted in managing the construction of site improvements for the projects. Special attention was required to manage the alluvial removals and the high water table on the project site. Several instances required extraordinary solutions to avoid major cost overruns.
